    New defense order issued to support tourism, travel sector

    Amman, Apr. 7 (Petra) -- Prime Minister Bishr Khasawneh on Wednesday issued a new defense order, under Defense Law No. 13 of 1992, emphasizing the government's role in supporting sectors hit by the coronavirus pandemic, specifically the tourism sector.

    'Defense Order 29 comes to emphasize the government's role in supporting the sectors that have been affected by the coronavirus pandemic, specifically the tourism sector, and to help this sector secure cash liquidity and mitigate the damages it has sustained so that it can recover,' according to a Prime Ministry Statement.

    Following is the full text of the order:

    'Defense Order No. (29) of 2021
    Issued in accordance with the provisions of Defense Law No. (13) of 1992.

    Stemming from the government's role in supporting the sectors that have been affected by the coronavirus pandemic, specifically the tourism sector, and to help this sector secure cash liquidity and mitigate the damages it has sustained so that it can recover health, I hereby decide to issue the following defense order:

    First: It shall be permissible for travel and tourism offices to recover bank guarantees, which they deposited in accordance with the provisions of the Jordanian Travel and Tourism Offices and Companies Bylaw No. (114) of 2016. It shall also be permissible for Hajj and Umrah offices to recover bank guarantees they deposited in accordance with the Hajj and Umrah Affairs Bylaw No. (21) of 2017. The same shall apply to bank guarantees provided in accordance with the provisions of the Residency and Foreigners Affairs Law No. (24) of 1973.

    Second: The request to recover the guarantees shall be submitted to the Ministry of Tourism and Antiquities in relation to all travel and tourism offices, including those that provide Hajj and Umrah services, and to the Ministry of Awqaf and Islamic Affairs in relation to tourist offices whose work is limited to Hajj and Umrah services only.

    Third: 1. The office that wishes to recover the guarantee it submitted in accordance with the provisions of Article (27) of the Residency and Foreigners Affairs Law No. (24) of 1973 must submit a judicial guarantee amounting to (JD50,000) in the name of the Minister of Interior in addition to his position until Dec. 31, 2021.

    2. The office that provided a judicial guarantee in accordance with the provisions of Clause (Third) of Defense Order No. (13) of 2020 in the name of the Minister of Interior in addition to his position must renew this guarantee until Dec. 31, 2021.

    Fourth: The guarantees shall be recovered according to the following:

    1.The full amount of the guarantee for the office against which there are no complaints from service recipients or complaints that were settled before the Defense Law was announced.

    2- A portion of the value of the guarantee for the office against which there are complaints from service recipients or complaints that were not settled prior to the announcement of the Defense Law. The Minister of Tourism and Antiquities shall decide this portion in relation to all travel and tourism offices of all categories, including those that provide Hajj and Umrah services, and the Minister of Awqaf and Islamic Affairs with regard to tourist offices whose work is limited to providing Hajj and Umrah services only.

    Fifth: The offices referred to in Clause (First) and Item (2) of Clause (Third) of this Defense Order shall be obligated to re-submit the guarantees stipulated in the legislation mentioned in Clause (First) itself when applying for license renewal in 2022.

    Sixth: The application of any text stated in any legislation that conflicts with this defense order shall be suspended.

    Seventh: The Prime Minister may extend the implementation of the provisions of this defense order or amend any of its provisions according to circulars he issues for this purpose.
